But when I ask to find her iPhone - it locates it within feet of the actual location. This is a recent happening - the location of friend and device were alway accurate and the same.

This problem is still happening. 14.2.1. Was not like this a couple of days ago. Can see locations of contacts under "Devices" but not under "People" in Find My. Displays "No location found" under People. Have restarted, and religiously keep all apps closed.
